Update 5-6-2020:
Good Afternoon Cougar Families,
We hope you all enjoyed a wonderful week so far. Thank you so much for the care and attention you’ve shown to our teachers thus far for Teacher Appreciation Week!
The Leadership Team has been brainstorming the safest ways for you to pick-up personal items and drop-off items belonging to the school. Below is the finalized plan for all families.
Please read carefully!
Please come on your scheduled day ONLY.
*Please refer to the email sent by Ms. Niewinski at 9:15 am on 5.5.2020 for details.*
Drive-Thru will operate between 11:00am-3:00pm
K-5 report cards will be emailed to emails in PowerSchool.
6-12 report cards will be mailed to addresses listed in PowerSchool.
Once we are able to close out this school year, we will be working on scenarios to address opening the 2020-2021 school year safe and strong. We will be working in conjunction with local health care officials, the Office of Charter Schools, NC Department of Public Instruction and the NCS Board of Directors to ensure we have solid plans to address various scenarios. We will share these plans, in addition to plans for Summer JumpStart, as we move through the summer months.
Reverse Raffle
The NCS Reverse Raffle has been postponed until September 18, 2020. The tickets that have been sold will still be honored for the event, and new ticket sales will open up in July.
If your child sold a ticket and was awarded a homework pass that they have been unable to use this year, don't worry. We will be reissuing those at the start of the new school year. These will be in a different format, so if your student is still holding onto their current pass, they can discard it.
Any questions about the Reverse Raffle? Please email ahighfil@neusecharterschool.org
A message from David N. Johnson, President of Johnston Community College

- Do not park or exit your car.
- Staff will wear masks and sanitize their hands between each car.
- Staff, using walkies, will radio to have your child(rens) items brought to the pick-up area.
- Staff will place your child(rens) personal items in the trunk of your car, if possible please have the trunk open. We will ask that you close the trunk if it does not have an auto close feature.

Update 4-24-2020:
Dear Cougar Families,
As Governor Cooper announced today, we will not meet face to face for the remainder of the 2019-20 school year. The last day of school for NCS is May 15th. This does not mean that teaching and learning ceases now. We will continue on our path of remote learning under the guidelines sent out previously. Preparations for the 2020-2021 school year have already begun and we will share information as it becomes available.
The NC State Board of Education met on Thursday, April 23rd to vote on end of year grading for grades K-11. The recommendations from the NCDPI Grading Workgroup were approved at the end of this meeting. Linked here is the State Board of Education’s Press Release concerning grades for K-11. The information below outlines how end of year grades will be determined for grades K-11.
The Leadership Team is discussing ways for students to retrieve any personal items still remaining on campus. As we determine the safest and most efficient plan for retrieval of personal items, it will be shared with you.
Read further to be introduced to our newest staff members, where NCS ranks nationally, athletics, and updates on upcoming events.
Grading Guidelines:

Introducing new staff:
Zach Miller is joining the NCS Intermediate Academy staff as a member of the Exceptional Children’s Department. Mr. Miller comes to us with 4 years of High School Math inclusion experience with Johnston County Schools. This is a unique way to join our community- but Mr. Miller has hit the ground running, reaching out to our families and getting to know our kids.
Amanda Thigpen is the new EC Inclusion/Resource teacher for the Senior Academy.
After college, Amanda started teaching elementary school inclusion/resource for 3 years before switching jobs to work full time with the Autism Society of NC. During those 6 years at the Autism Society, she worked with families in their home and community to provide services to their loved ones with autism. For the past three years, Ms. Thigpen has been a self-contained Autism teacher with Johnston County Schools.

Grading Guidelines:
Grades K-5
- Students will receive no final grade for grades K-5.
- Instead of a final grade, teachers will provide parents/ guardians with year-end feedback for students regarding learning from the full academic year.
- Teachers will document individual student strengths and needs from an academic and social/emotional perspective to ensure an effective transition to the 2020-21 school year.
- Retaining students is still an option if the process was begun prior to March 13.
Grades 6-8
- Students will receive a Pass “PC-19” or Withdrawl “WC-19” for the final grades for all middle school courses.
- A student’s grade will be held harmless for learning after March 13.
- PC-19 will be assigned to any student who was meeting expectations and passing the course as of March 13.
- WC-19 will be assigned to any student who was not passing the course as of March 13 and has been unable to improve to the point of passing through online learning.
- WC-19 does not equate to a failing course grade nor does it indicate grade retention should occur. WC19 indicates a lack of evidence of master of standards addressed in the content area.
- Teachers will document individual student strengths and needs from an academic and social/emotional perspective to ensure an effective transition to the 2020-21 school year.
- Students, families, teachers, and administration will meet on students who may need a targeted academic support plan moving into the 2020-21 school-year.
Grades 9-11 and High School Level courses in 8th grade
- Students may choose to either take a grade (and impact GPA) or use the PC-19 or WC-19 with no impact to GPA.
- Students can choose the higher of 2 grades (3rd quarter or 4th quarter) or the cumulative grade for the semester.
- Ms. Niewinski will be sending out more detailed information as soon as the process to request grades or PC-19/ WC-19 grades is solidified.

Update 4-9-2020:
Good Afternoon Cougar Families,
We would first like to thank you for your ongoing support, your open feedback, comments and suggestions. This type of dialogue is the mark of a healthy and strong community- one that NCS is exemplifying during these difficult times.
Beginning tomorrow, Friday, April 10th, NCS “Virtual” will be closed for spring break. The Leadership team has been explicit with our staff, we want them to take a break, breathe and pause to recognize and enjoy the burgeoning spring. Staff will resume their regular office hours and responding to emails on Monday, April 20th.
This past week Ms. Niewinski sent communication regarding how we are moving forward with grading in the Senior Academy. If you have questions concerning this communication, please contact Ms. Niewinski. The Primary and Intermediate Academies are not entering grades into PowerSchool, but our teachers are giving feedback on work assignments and student progress. Please share with your student that the work they are doing now not only prepares them for the 2020-2021 school year, it will also help to determine appropriate academic placement for the upcoming year. Teaching and learning is still expected to occur.
As the State Board of Education and NC Department of Public Instruction continues to discuss end of year procedures, we will keep you informed.
Please reach out to Ms. Niewinski or Dr. Swartzlander with questions you have. And as always, thank you for everything you do to make our community stronger! Cougar Pride!

Update 4-7-2020:
Please click the link below to view a statement from Ms. Niewinski, Senior Academy Leader. A transcript of this statment is below.

Hello Senior Academy Students and Families and rising 8th graders:
It has been an interesting couple of weeks to say the least. Our graduating seniors had their year cut short, teachers adapted quickly to online instruction, and this unfamiliar pandemic has created expectations that change by the hour it seems. Neuse Charter School has been at the forefront of moving from on campus learning to virtual learning. Our teachers and staff have worked tirelessly to figure this all out. We have team meetings every week to collaborate on what’s going well and what we need to do differently to maximize learning in a way we’ve never done before. We have always held ourselves and our community to high expectations. Are we doing too much? Too little? What if students don’t participate? How can we help struggling students from afar? Will we have End of Course tests? How will AP exams be administered? And the list goes on and on. Our teachers and staff have come together in such a fantastic way and I couldn’t be prouder of the work we’ve done.
There has been much discussion related to how we will grade and receive credit for classes in the high school setting. As we move forward, I need to clarify grading expectations for our 8th graders taking high school courses and 9th-11th grade students. We are still in school and learning must continue. Given the current circumstances and with guidance from the North Carolina Department of Public Instruction (NCDPI), consulting with experts in our area and across the country, and feedback from staff we will proceed with a pass/withdraw evaluation model of student work with no impact on grade point averages.
This will be a relief to most, and a frustration to some. Fact of the matter is we are not able to meet the critical factors of remote learning that provide all students with equal access to resources necessary for success. There are too many variables in the homes of our students preventing them from doing their best work. I’ve had conversations with students over the past week who have to leave their home just to get cell phone reception; some who are trying to work extra hours because a parent lost their job; parents who work in the healthcare field (THANK YOU!!!) who have little time or energy to help their kids with school; families with loved ones in nursing homes; and unreliable internet to name a few. Many of our staff members are also faced with these same issues and still they rise to the challenge of educating our students. They are committed and we need your continued support in keeping students engaged, completing work, and participating in class sessions. To summarize a Facebook post from Mr. Brad Ward, let’s instill in our kids that “learning for the sake of learning is one of the most important attributes they will learn to be better contributors to today’s society. If we can motivate our kids to work without reward, then imagine what they will do when the reward returns.” Successful citizens give their best effort regardless of extrinsic factors. Our focus must be on learning because that is why our families chose Neuse Charter School. That is why we continue to expect students to do the work assigned to them by teachers. Because it’s not just about this school year but making sure we are as prepared as possible for the 20-21 school year.
No one could have predicted we would be in this situation, but we are. Millions of high school students across the country are faced with the same set of circumstances and colleges know that. As a matter of fact, the University of North Carolina system has modified its admission requirements for the next 3 years because they know high school transcripts are going to look very different for many years to come. Fortunately, AP classes are still able to take the AP exam and earn college credit. That’s great news! Students taking classes with JCC will still receive a letter grade on their college transcript which supersedes the high school transcript. That’s great news! Below you will find several different scenarios related to assessing student work which explain how we will hold students accountable for learning this semester.
Students who were passing as of the 3rd quarter report card AND participate in online classes as required until May 15, 2020 will receive a pass on their report card for the class. The class will be on the high school transcript and credit will be issued with a grade of PC-19 (pass COVID 19).
Students who were failing a course on their 3rd quarter report card will have an opportunity to redo work from 3rd quarter in order to show mastery AND participate in online classes as required until May 15, 2020 will receive a pass on their report card for the class. The class will be on the high school transcript and credit will be issued with a grade of PC-19.
Students who were failing a course on their 3rd quarter report card, fail to re-do 3rd quarter work, and show little to no involvement in online classes as required until May 15, 2020 will receive WC-19 (withdraw COVID 19). The class will be on their high school transcript, credit will not be issued, and the student will have to take the class again.
*** Please note- if you choose not to participate in online classes NCS will either withdraw you from the class and you will have to take the class again OR we will use this information when determining future placement in courses. It is crucial to communicate with your teacher if circumstances are preventing you from completing work such as: little to no internet service, minimal time to complete classwork because you are caring for siblings while your parents work, working extra hours because your parents have lost their job and you are working to support your family or other extenuating circumstances. In these cases, we will work with students and support them in achieving a level of mastery for their coursework.

Update 3-31-2020:
On Monday, the NCS Leadership Team discussed the recommendations shared on Friday by the State Board of Education. As a charter school, and as per our charter, we have high expectations for teaching and learning. NCS will continue to exceed the minimums set forth by the State Board of Education. We continue to refine our online instructional delivery to ensure our students are growing academically, but to also be better prepared for the 2020-2021 school year. After reviewing the State Board of Education's recommendations, as well as the National Board for Professional Teaching Standards, NCS is setting the following guidelines for e-learning.
K-5 Learning:
6-8 Learning:
9-11 Learning:
Seniors:
K-12:
*Instructional Feedback- Instructional feedback is a strategy for monitoring student learning in response to instruction and providing prompts to students to confirm, refine, or clarify their misunderstandings.
These guidelines represent another pivot for us in this ever changing situation. Please continue to be patient and empathetic. As we continue to refine and clarify these expectations, look for additional communications. Open communication between staff, families and students is our best line of defense against misconceptions or confusion.
We will continue to follow the NCS school calendar, until we receive further instruction. As of now, we have 7 school days before Spring Break and 20 days after that until summer break. School is almost over for the summer- this year is certainly one for the books. We can do this. Remember, we are one- we are NCS.
Thank you for everything you do to make our community stronger! Cougar Pride!

- We will be focusing on engagement and progress more than evaluation
- In place of a formal grade, teachers will share an assessment of the work the students complete. This feedback will not negatively impact student’s grades however, it will provide guidance for the teachers future planning. This instructional feedback* will be timely and concrete
- No more than 2.5 hours of work per week for reading
- No more than 2.5 hours of work per week for math
- No more than 1 hour per week for social studies OR science in grades 4-5
- These hours include any live teacher sessions (we recommend no more than 1 live session per content area per week)
- The live sessions will be recorded and accessible for later viewing
- When students reach 2.5 hours per week for each, reading and math, and 1 hour for science or social studies, stop and communicate your work progress with teachers. Again, student work will be assessed for progress and teacher feedback
- Students who are seeking additional learning opportunities should reach out to their teachers for guidance
- We encourage at least 1 hour a day of outside, recreational time… following social distancing requirements
6-8 Learning:
- We will be focusing on engagement and progress more than evaluation
- In place of a formal grade, teachers will share an assessment of the work the students complete. This feedback will not negatively impact student’s grades however, it will provide guidance for the teachers future planning. This instructional feedback* will be timely and concrete
- No more than 3 hours of work per week for reading
- No more than 3 hours of work per week for math
- No more than 1.5 hours of work per week for science OR social studies
- These hours include any live teacher sessions (we recommend no more than 1 live session per content area per week)
- The live sessions will be recorded and accessible for later viewing
- When students reach 3 hours per week for each reading and math and 1.5 hours for science or social studies, stop and communicate your work progress with teachers. Again, student work will be assessed for progress and teacher feedback
- Because Science and/ or Social Studies are alloted 1.5 hour per week, additional enrichment work will continue to be posted. These learning opportunities are meant as ways to enrich the learning experience for students who would like additional ways to support their academic growth
- If your child is enrolled in Math 1, English I and Spanish I, refer to the requirements for grades 9-11
- We encourage at least 1 hour a day of outside, recreational time… following social distancing requirements
9-11 Learning:
- We will be focusing on engagement and progress more than evaluation
- In place of a formal grade, teachers will share an assessment of the work the students complete. This feedback will not negatively impact student’s grades however, it will provide guidance for the teachers future planning. This instructional feedback* will be timely and concrete
- No more than 4 hours per week for each course
- No more than 1 live session per course per week and it will be recorded and accessible for later viewing
- These standards apply for Math 1, English I and Spanish I offered in 8th grade.
- AP courses-details are forthcoming
- We encourage at least 1 hour a day of outside, recreational time… following social distancing requirements
Seniors:
- A separate communication will be sent to you by Ms. Niewinski and Ms. McGinnis. Be on the lookout for that.
- We encourage at least 1 hour a day of outside, recreational time… following social distancing requirements
K-12:
- Grades will not be entered into PowerSchool. Grades may be assigned to student work in Canvas to monitor progress.
- From the State Board of Education, “In the event NC public schools do not reopen for face-to-face learning after May 15, additional statewide guidance for final grading to ensure equitable treatment for all students will be provided by the State Board of Education.”

Update 3-23-2020:
Dear NCS Community,
Governor Cooper has just concluded his press conference where it was announced that school campuses are closed for face to face instruction through at least May 15th, 2020. This includes all field trips and student activities. In addition, NC Superintendent Mark Johnson stated that they are seeking waivers to exempt EoG and EoC testing.
Though this is still a shock to us all, NCS has been preparing for this event and our staff are engaged and ready to continue teaching and learning to the highest standards.
What does this mean for my NCS child(ren)?
This means that NCS is entering a new phase of teaching and learning. We will continue delivering instruction, including introducing new standards and new learning objectives via Canvas and Google Classroom. Our teachers have done a great job so far with the transition to online learning. As the weeks progress we will continue to improve and modify our strategies.
Will we still follow the NCS calendar?
Yes. At this time we will still follow the NCS calendar. Spring Break is scheduled for April 10th- April 20th. This is an ever-changing situation that we will update as we receive more guidance from the State.
My child still needs a Chromebook! HELP!Tuesday, March 24th is the LAST day we will be able to check out Chromebooks. Mr. Brad Williams will be available between 11:00am - 12:00pm. Ms. Niewinski will be available between 5:00pm - 6:00pm. They will be located in the HS Commons for check-out.
What does this mean for my graduating Senior?
We are following the guidance offered from NCDPI concerning graduating Seniors. We are moving forward with teaching and learning. Students must be engaged in their classes in order to earn their credits for graduation. Please know that our graduating Seniors are on all of our minds and hearts. We will do everything we can to support them. Seniors, please look for additional information from Ms. Niewinski about Senior activities.
Again, this is an unprecedented situation. We will continue working together to ensure that we are doing what is best for our kids. Please check the Neuse Charter Website frequently for any updated information.

Covid-19 Update 3-16-2020:
Dear Parents and Students,
Today, we loaned out 44 chromebooks and donated about 10 bags of food to families in need. Our teachers have continued communicating expectations, learning plans and contact information with families. We are going to come through this stronger, closer with one another and with our tool boxes full of new instructional strategies.
We have had frequent questions today about how to track attendance during this closure period. At this time, we have not received guidance from NCDPI, therefore, we have developed NCS expectations. Our expectation is that students complete the work assigned to them, and turn it in on time each week. If they do this, they will be counted as present for the week.
Again this is an ever changing situation, we will keep you informed of any changes as they occur.
This message will alsos be posted on our NCS website.
We thank you. Your kind words have bolstered our teachers, they are ready for this challenge.
Thank you for everything you do to make our community stronger!
Cougar Pride!
Sincerely,
The Staff of Neuse Charter School

Covid-19 Update 3-16-2020:
Dear NCS Family,
First, we would like to recognize our amazing staff. Today, they were ready to learn, ready to plan, and asked questions that demonstrated they have the best interest of our students at heart. These are uncertain times, but what we are certain of is that NCS has the absolute best faculty.
Today, we spent time reviewing the NCVPS e-Learning Facilitation Guide in order to help us build strong, clear and welcoming online learning environments for all students in grades 2-12. K-1 will be developing accessible grade and developmentally appropriate work.
If students do not have access to a Chromebook, they can be checked out tomorrow, Tuesday March 17th from 11:00am-2:00pm in the HS Commons. These devices are first come, first served. We have a limited supply of Chromebooks, please consider your needs before checking out a Chromebook. In order to check out a device you will need to complete a technology take-home form and present a state-issued ID. These devices will need to be returned upon our return to school.
This week is the trial period for our online learning platforms. Online learning activities will be available for students beginning this Thursday (3/19) and Friday (3/20). K-4 will utilize Google Classroom, grades 5-12 will utilize Canvas. This week we will gauge how many students are logging on, troubleshooting issues, and answering your questions.
Expectations for students this week: Monday, Tuesday, and Wednesday are Teacher Work Days, so students will not have assignments. On Thursday and Friday, students are to log onto Google Classroom or Canvas and complete and submit any assignments or tests posted. We ask that you also email or call your teachers with any questions or concerns about accessing the online platforms.
All of our teachers are creating office hours so that they can be accessible to answer emails, phone calls, or hold Google Meet meetings with students and/ or families. All of this information is being shared via email, Google Classroom or Canvas.
You will be inundated with emails these next few days, we ask for your patience. Our teachers want to ensure that you have all of the information they can think to share with you. At the same time, please reach out to the teachers and/or Academy Leaders with ways that we can better serve our kids moving forward.
This remains a fluid situation and changes to our plan may happen. We will inform you of any changes as they occur.
Johnston County Public Schools will be offering grab-and-go meals for students at no cost between 11:30am-1:30pm at the following locations:
If needed, please take advantage of this opportunity.
Love one another, take care of one another, show compassion and empathy. We are the NCS Cougar Family. Thank you for everything you do to make our community stronger! Cougar Pride!

Covid-19 Update 3-15-2020:
Good evening all,
We would like to take a minute to update you all on the developing Covid-19 situation. The school leadership team attended a conference call with the State today to receive the latest updates. We then held an Emergency Board meeting at 7:00 PM to discuss Neuse Charter’s plans for the upcoming two weeks.
At this time, Monday March 16th through the 19th will be required workdays for staff. March 20th will be an optional workday for staff. On Monday, Parents will be able to come and pick up student belongings and any medications starting at 1:00 PM for Primary Academy and 2:00 PM for Intermediate/Senior Academies. Pick up will end at 3:30 PM. Teachers will begin testing remote instruction during this week. Teachers will reach out to their classes via email to discuss what this will look like for each class.
As of this time we have received no guidance on make-up days or waivers. We will make decisions on those once we have heard from the State. We urge everyone, parents and students, to check email frequently for updates.
For our students, we strongly caution against listening to second-hand information as an excuse to not complete work. Our staff will be meeting tomorrow morning to discuss and plan e-learning and how that will be executed at Neuse. Our plan will likely be different from Johnston County Public Schools so please refrain from assuming anything. Choosing to be a student at Neuse means you choose to be part of a high performing culture where learning is our priority.
The front office will be open during regular business hours. (7:30 AM to 3:30 PM) unless otherwise noted. We appreciate everyone’s understanding as this is a rapidly changing situation and new information is coming in frequently.

March 12th, 2020 Update
The NCS Leadership Team in collaboration with the NCS Board of Directors will be sharing frequent updates with information regarding COVID-19 and its impact on Neuse Charter School.
As part of our continued efforts to ensure the health and well-being of our school community, we have established a Coronavirus (COVID-19) panel including NCS Administration and NCS Board of Director members. Each day, this group is monitoring the potential impact coronavirus could have on Neuse Charter School. In addition, we are developing a contingency plan should Johnston County Health and Human Services recommend closing our school due to the virus’ impact.
Additionally, NCS has launched and will post school updates, resources and answers to your frequently asked questions as new information is made available.
Although current information is rapidly changing about the coronavirus, the following is accurate as of today:
While health professionals are not recommending schools close at this time, Neuse Charter School is committed to keeping our students, staff and families as informed as possible and will be continuously following recommendations from state and local officials.
SCHOOL EVENTS:
This Saturday's performance of Matilda at the Clayton Center has been postponed. We will update everyone once a new date has been chosen.
FIELD TRIPS:
At this time, no decision has been made regarding field trips. We are monitoring the situation in areas of all planned trips and will make decisions on a case by case basis. As new information becomes available, Administrators may need to alter or cancel trips. As with any field trip, if a parent wishes for their child to stay at school rather than attend a field trip, the student can most certainly opt out of attending.
AT-HOME LEARNING:
In collaboration with our Neuse Charter School teachers, our Leadership Team has a plan for at-home learning should it become necessary for NCS to move to virtual learning;
IMMUNOCOMPROMISED STUDENTS:
If your child is immunocompromised, or has another medical diagnosis which causes you concern, please contact your Academy Leader (K-1, 9-12 nniewinski@neusecharterschool.org or 2-8 aswartzlander@neusecharterschool.org) to work on creating a plan of action.
HAND-WASHING PROTOCOLS:
We continue to place strong emphasis on our hand-washing protocols school-wide. Hand-washing posters have gone up in bathrooms on campus, and students are being given additional opportunities to wash their hands during the school day. In addition to soap and water access, alcohol-based hand sanitizer is also available in classrooms. Teachers are instructing students on best practices for preventing the spread of illness, including proper hand-washing. We are in the process of delivering this instruction to all students across Neuse Charter School.
OTHER PROACTIVE STEPS:
As previously shared, our custodial staff are continuing to proactively disinfect frequently touched objects and surfaces. We will also continue to have supplemental custodial personnel in our buildings, after school hours, to assist with our extended sanitizing process.
We will share additional updates as we learn more about the progression of the coronavirus and its impact on North Carolina and Neuse Charter School. If you have questions or concerns, you might want to speak with your healthcare provider directly, contact Johnston County Health and Human Services at (919) 989-5200.
Thank you for your support as we implement these precautionary measures. We believe they will positively impact the safety of our students.

- Governor Roy Cooper declared a state of emergency in effect for all of North Carolina.
- To date, there have been reported cases of the coronavirus in 113 countries and territories as well as twelve confirmed coronavirus cases in North Carolina. There has been one confirmed case in Johnston County.
- Symptoms of the coronavirus are fever, cough and shortness of breath.
- The virus may be transmitted by being in close proximity with droplet contact (coughing, sneezing, etc.) from an infected person.
While health professionals are not recommending schools close at this time, Neuse Charter School is committed to keeping our students, staff and families as informed as possible and will be continuously following recommendations from state and local officials.

- Primary Academy students will either be taking home packets complete with reading selections/activities, math worksheets as well as other core content or content will be available through Canvas and other online resources. Teachers are preemptively preparing for this event.
- Because our Intermediate and Senior Academy students are more familiar with online learning, they will be able to complete online assignments through Canvas and other resources as prepared by their teachers. If a student does not have at-home internet access, we encourage our families to reach out to the school ASAP for paper access to school work.

If you have questions or concerns, you might want to speak with your healthcare provider directly, contact Johnston County Health and Human Services at (919) 989-5200.
Thank you for your support as we implement these precautionary measures. We believe they will positively impact the safety of our students.
